Elicia Pegues Spearman, Esq. has served as Chief Executive Officer of Girl Scouts of Connecticut since 2024, leading the organization with a passionate commitment to empowering the next generation of girls and young women. A lawyer, strategist, and human resources executive, Elicia brings a unique blend of legal expertise and leadership development experience from her career across healthcare, manufacturing, defense, and higher education. Prior to her current CEO role, she served as General Counsel and Vice President of Human Resources at Quinnipiac University, successfully navigating dual-track C-Suite roles.
Elicia holds a Juris Doctor from Case Western Reserve University School of Law and a Bachelor of Arts in Psychology and Political Science from Wellesley College. Her professional journey reflects a dedication to fostering growth, confidence, and resilience, qualities she now channels into advancing the mission of the Girl Scouts. A Girl Scout herself, Elicia and her mother, Cheryl Pegues, are both former Brownies, and her daughter, Kaila Spearman, is a former Girl Scout. She believes deeply in the transformative power of exposure to learning opportunities, teamwork, and leadership experiences in helping young girls discover their potential and build lifelong skills.
In recognition of her leadership and advocacy, Elicia was honored at the 2022 Girl Scouts of Connecticut Annual Breakfast Badge Awards as a champion of girls and young women. She remarked at the event: “I’ve seen first-hand in my own mentees’ lives how much it means to give an encouraging word, challenge them to think bigger. I love being a champion for girls, helping them discover how big their goals could be. We should want to help the next generation do better than we’ve done, think critically, and innovatively solve the problems of today. I love seeing people succeed.”
Elicia is active in local and national organizations as she serves on the Board of Directors for Alpha Kappa Alpha (a women’s organization based on service, sisterhood and scholarship) and the Board of Trustees for CT Public.

Girl Scouts of Connecticut develops strategic partnerships with corporations to champion youth education, leadership development, interest in STEAM, financial literacy, and more. Our partners provide critical funding, programming, and in-kind goods and services for our four program pillars: STEAM, Outdoors, Entrepreneurship, and Life Skills. They also support Girl Scout camp operations, bolster financial assistance, and help carry out our DEI mission.
